county getting a call from san rafael police that a kidnapping was in progress. again, the victim texted the friend who was on the phone with san rafael police. the car description was broadcast. deputies spotted it and tried to stop the driver who took off. deputies chased that driver near guerneville road and tried to throw out spike strips to stop the car. that did not work. the suspected kidnapper lost control of the car and hit an embankment. during the arrest there was a struggle. deputies shot the suspect. he was killed there. deputies say they were able to help that victim escape and she wasn't injured in this somehow. the d.a.'s office is investigating along with santa rosa police. quite an incredible story and again a will to survive. reporting live in santa rosa, christie smith, "today in the bay." >> thank you, christie. new this morning, a difficult day ahead for santa cruz police officers who are heading back to work this morning for the first time since two officers were shot and killed in the line of

"today in the bay's" arturo santiago is live in santa krooucruz with their day and the public memorial for the two officers. arturo? >> reporter: terry, as that memorial here at police headquarters has grown over the past couple of days, officers with the chp and the sheriff's department have been the ones patrolling the streets of santa cruz. the memorial of flowers and candles and handwritten notes has doubled in size since tuesday since sergeant butch baker and officer elizabeth baker was were gunned down. goulet refused to come outside and then he burst out of another door and shot and killed baker and butler before they had a chance to defend themselves. goulet stole their body armor and guns and later returned to the scene where he got into a g gunfight with police and was shot and killed. >> nothing like this has happened in our community. i came by to say a prayer and

pay my respects and thinking of the family and the pain. >> reporter: the memorial services for sergeant butch baker and officer elizabeth butler will be on thursday, march 7th at 11:00 a.m. at the kaiser permanentpermanente. officers are back on patrol this morning. they'll have a briefing at 7:00 a.m. and half hour after that they'll hit the streets. live in santa cruz, i'm arturo santiago, "today in the bay." happening now at 6:04. firefighters in southern careful say they are gaining ground on this ferocious fire burning in riverside county just about 60 miles east of l.a. these flames are sky high. crews say calm winds are allowing them to keep the fire from spreading to nearby homes. this morning voluntary evacuations are in place for two residential streets in this area. the fire has charred more than 150 acres and is about 20%

contained. as of now, there are no reports of any injuries. let's check out the forecast. first day of march in my book spring starts today. >> today. >> today is the day. >> we're going to be springing forward next sunday. you're actually on point as usual mr. terry mcsweeney. good morning to you, marla. glad to have you with us this morning. this is such a cool weather shot. look at this. 6:05. this is san jose. we got a little bit of low cloud cover right at the surface. that will impact your drive in san jose for the time being. right above the surface it's starting to clear. high pressure moves in and whatever moisture is available just gets forced right to the roadway. this morning it's kind of interesting. whatever fog is out there is going to clear quickly between 9:30 and 10:00. this is your current reading in livermore, 43 degrees. a mild start. coupled with high pressure gaining some strength today. that means temperatures are going to be in the upper 60s and low 70s at lunchtime and then

we'll round out the day in the upper 70s even some low 80s on the map. warmest day of the year so far. 80 for gilroy. 72 in beautiful santa cruz and in riverside county where that fire is burning, the winds will pick up later today. it's also going to be dry here. you want to be on the best of fire safety even though it's wintertime. unusual to have highs this warm this time of year. just keep that in mind. always a good idea to be on the best of fire safety. 6:06. let's check that drive, mike. how are we looking out there? >> we're looking all right as far as the number of accidents, crashes, incidents reported by chp and not a lot going on but look at the roadway. this is the issue we want to keep things from happening. we want to make sure that you're aware of these patchy fog. this is our shot past the coliseum. you can't even see taillights a few hundred feet away. you catch folks just north of there on that curve.

that patch of fog traveling through the area and that will catch you in many spots. we'll get another live look outside. this is sunol south 680. this is around the gulf course where there is moisture and at the golf course adding to conditions with patchy fog through the area. slow the speeds as you see taillights barely making out. let's get a look outside and see how the speeds traveling into the area show up. sensors not showing a problem out of pleasanton into sunol. west 580 at the top of your screen, that's a great flow of traffic slowing through the altamont pass. moving toward the bay bridge, 580, 880 and 24 through caldecott moving nicely. two westbound just fine for highway 24 and no problems down the east shore freeway approaching the bay bridge toll plaza. a quick look at the toll plaza will show you that conditions there have changed dramatically. we have low clouds drifting through the area and there they are right now with cash lanes backed up. fastrak should back up if they

turn metering on in the next few minutes and fog may be a factor rather than the amount of traffic. a quick look at the south bay where conditions are much different. quite clear here 101 at 680. you see low clouds in the distance. we'll check on that coming up. back to you. it's 6:08. the clock is ticking on capitol hill with less than 24 hours from that deadline for $85 million worth of sweeping spending cuts to go into effect. right now we want to take you live to washington, d.c. where you can see that nice shot of our capitol. today president obama is meeting with congressional leaders from both parties to come up with a deal to find other places to cut money. expectations are low that a solution will actually be reached. in fact, experts say both parties are using today's meeting to lay out their positions ahead of a possible government shutdown on march 27th. according to the white house, california will see an immediate impact once the cuts go into

effect including furloughs for 64,000 civilian department of defense employees and more than $1 million in cuts for vaccine funding. also, bay area airports are bracing for big cuts as we give you this live look at san francisco international. those cuts include furloughs for air traffic controllers and a decrease in the number of flights that can come in and out. now "today in the bay's" bob redell is at sfo right now this morning. he's going to join us live at 6:30 with transportation secretary ray lahood's take on the impact on those spending cuts. time right now is 6:09. coming up, a deadly end to a desperate search. we'll show you the dramatic rescue efforts after a man is swallowed by a sinkhole inside his own bedroom. >> concerns for wall street hitting new highs but problems that marla is talking about. we'll take a look coming up. will the ncaa put a full-court press on the st.

[ lucky ] ♪ they're magically delicious ♪ the one and only, cheerios new video out of florida is hard to believe where a man is feared dead after being swallowed by a sinkhole while inside his own home. fire crews say the 50-foot wide sinkhole opened under the man's bedroom yesterday trapping the man in the rubble. crews were forced to stop rescue efforts because the home is just too unstable and too dangerous.

new details about seven children found safe after missing for several days from their home in fresno. they were found with their father in sacramento. children were taken from their home when mother and stepfather left them alone to go to the grocery store on saturday evening. the children range in age from 5 to 12 years old but they're all safe this morning. time for a quick check of the day's top stories. deputies in sonoma county are investigating a deadly officer-involved shooting that started with a kidnapping almost 30 miles away. the victim was able to text a friend her location and also a vehicle description. that touched off a chase between sheriff's deputies and the suspect. the car crashed. the victim escaped and the suspect was shot dead. the white house says it will wait as long as it can to impose automatic spending reductions in hopes a solution can be found. the sequester cuts are expected to kick in at midnight tonight eastern time unless something else happens before then.

california based space x is preparing to launch the third supply capsule to the international space station. the unmanned rocket is set to liftoff at 7:00 a.m. with more than one ton of supplies and experiments on board. a few hours after scott mcgrew said groupon ceo scott mason will be fired, he was. i hope that he won't talk about me today. >> scott's prediction are so spot on. >> i'm sorry to see mason go. he's a fascinating character. >> vanity fair said he brought a pony to the office to give it to mayor bloomberg because it would be awkward for the mayor to get a gift. holding the reigns of a pony saying i guess thank you. he decided, mason did, at the last second not to do it. then they had to hide a pony in the office during a meeting. andrew mason invented groupon.

a company so hot at one time google offered andrew billions of for it and he turned it down. shortly after that it became clear groupon's business model had flaws after another lousy quarter yesterday mason has been fired. it probably hurt his feelings a little that groupon stocks spiked after he was shown the door. stock market is doing well despite that we have entered the sequester. brian shactman of cnbc earlier said everyone on wall street is entirely mystified as to what is driving the markets. let me say that again. cnbc cannot find anyone who understands why the dow industrials are near record highs especially since there are so many downsides. nearest exits may be behind you. lots of people weighed in on yahoo! ceo marissa mayer's plan to end the work from home program. this week on "press: here" we gather our own experts to weigh

travel cautiously. it's going to get worse before it gets better before now and 7:00 a.m. between 7:00 and 8:00, it starts to clear. we'll show you future cast in just a moment. such pretty live picture this time of day. we spring forward next sunday. we're going to lose an hour of sleep. i want to give you at least one week's notice. 43 degrees in livermore. 44 in san jose. 42 degrees in gilroy. it's chilly out there. we also have pockets of fog. not for long. by 8:00 a.m. you can see completely clear conditions over the great are bay area and the marine layer way out to sea. you'll probably be able to see it. it will be about one mile away from the coastline today. a beautiful day shaping up. plenty of sunshine. highs coming in between 3:30 and 4:00 this time of year. we're talking 70s and a couple 80s. as we head through 9:00 a.m. tomorrow morning, things will change. we'll wake up with mostly cloudy conditions and that's going to lead to a cooler day. it will be mild because of the highs that we're hitting. i think temperatures will be just about as warm for your

saturday. then look at the changes just ahead. we stop the clock on future cast getting into saturday night. a few showers on the way. storm system rolls through. this will change the pattern. not by much. we'll hold onto 70s on sunday as well. the great news about this storm system is look at tahoe. one to two inches. dusting of snow on the way 5:00 a.m. sunday morning to tahoe. that's just a little bit of what's ahead for us next week. the storm systems are going to start rolling through. jet stream takes a dip to the south starting on tuesday. ie, get it while it's warm. 77 in fairfield. 70 in san francisco. 71 degrees in oakland. great weather for going outdoors for lunch on the water. it's going to be spectacular. monday into tuesday, things change. clouds increase. temperatures drop off. back to 50s with rain wednesday and thursday and potentially friday of next week. we need it this time of year. that's going to help with our pollen levels. let's see how the fog is impacting your drive. hard to keep track of it it's moving so quickly, mike.

>> it's tough. it's messing around with our cameras as well as fog drifts. in. you see the lights. i'll show you the build for the traffic flow right about here as folks are coming up toward the camera and in the background of that shot you saw it was nice and clear silhouetting the freeways but north of here we see orange kicking in for south bay commute because low clouds have drifted through as christina is talking about. fog may be a factor for many south bay spots in fact for just the next hour or so as things continue to change through the area a note we'll get a look at the flow. it's a nice one. northbound shows slowing around capital and north of 680 toward the airport and it's minor for 101. the rest of the freeway is looking good. we'll talk about the peninsula as well. 101 and 280 showing a stretch now on our maps again that road weather index orange all of the way up in through san mateo county so that will be a factor. let's take a live look outside and see how things are shaping up there at palo alto. this is across the street from

eye k ikea. you see headlights widely spaced. good flow of traffic. lower speeds tougher to see on the peninsula side. also tough to see getting to the peninsula. san mateo bridge, there's the taillights from toll plaza camera. can't see past the toll plaza. you see again pretty good spacing. use caution across the bay area bridges. the bay bridge has a similar case and that richmond/san rafael bridge. bay bridge toll plaza where all lanes are backed up. metering lights are turned on for safety. no crashes or incidents on the span upper or lower deck. that's good stuff. we'll take you out to roadways again and see how things are shaping up east shore freeway. speeds dip a bit because of visibility. more issues off the carquinez bridge and throughout the north bay especially the north bay. santa rosa down through san rafael tough patches. back to you. starting today one of nature's deadliest predators is

officially under the protection of the state. the great white shark is now officially a candidate for the endangered species list. this means anyone who catches a great white without a permit even unintentionally will face penalties. the move protects the animal until a final decision is made next year. researchers say the number of great whites has dropped below 220,000 worldwide. an injured owl is set to be released caring for weeks now. the great horned owl got caught in a barbed wire fence at the santa teresa park several weeks ago. doctors nursed it back to health and the great horned owl will be released late this evening. >> what a gorgeous animal. coming up, ncaa calling a foul on a top bay area basketball program? the potential sanctions looming over st. mary's and what effect they may have on the season.

some fog folpotentially in your neighborhood. christina is checking the skies and mike is checking roads. it's 6:25. later this morning the ncaa will release findings surrounding the st. mary's basketball program. the program is under investigation for possible violations involving recruitment of stars from australia. since 2002 the team has had 11 players from that country. as of now it's not known if the program will face punishment or if it would affect the team this season. they are 25-25 this season and gearing up for a spot in ncaa later this month. here's chance to be part of the 49ers new stadium for a couple hundred dollars. starting today officials will sell commemorative bricks placed in the stadium. fans can inscribe names and messages on them. the bricks will cost between $175 and $300.

both parties to come up with a deal to find other places to cut money. expectations are low that a solution will be reached. according to the white house, california will see an immediate impact once the cuts go into effect including more than $87 million in funds cut for primary and secondary education, more than $1 million in grants cut for public safety, more than $3 million in funding cut for job training and job search health. bay area airports facing for big changes. "today in the bay's" bob redell live at san francisco international which may have to cut the number of flights in and out drastically. bob? >> reporter: good morning to you, terry. let's say sequestration does happen. the government is warning that starting in 30 days you can experience long delays at sfo and some of the country's other major airports because starting in april, that's when the faa wi could start furloughing air traffic controllers to save money to make up for budget cuts.

you, terry mcsweeney? you listen to me. you are present. i like that about you. 6:32. a live look here at san francisco. does it get any cooler than this? let me step out of the way. it's like a big bowl of pea soup. you can see the top of the golden gate bridge sticking out there. this is such a cool forecast for today. so what's happening is let's show you san jose. we have this fog layer at 500 feet above the fog you have beautiful clear sky. this is how fog works. the sun comes out and it burns the top layer off so fog clears from the top down and it's already starting to clear at 6:33. however, you are going to find places as you head through the east bay hills higher elevations where you lose visibility so travel cautiously. with the fog out there, we're still headed to 70s and 80s. beautiful day at the coast shaping up. 72 in santa cruz at 4:00 p.m. hour by hour detail works like this.

the bay. on the east bay side, slower through the south of union city out of hayward and we'll get a quick look at sunol where we see the fog hitting you as you head into fremont. back to you. >> thanks very much. an update to breaking news this morning. right now sheriff's deputies in sonoma county are investigating a deadly shooting prompted by a kidnapping and chase in sonoma county. it started about 11:00 last night in santa rosa. that's where a woman sent a text to a friend in san rafael saying she had been kidnapped. she managed to text her location and vehicle description and that led to the chase with officers. it ended a short time later in guerneville. these developments still coming into our newsroom. christie smith at the sheriff's department right now gathering information. she'll have a live report coming up in 15 minutes. a federal lawsuit will be filed this morning against the oakland unified school district police department. it's boon behalf of a police sergeant who says he's being

retaliated against. we spoke with john bellusa about what he says happened the night that raheim brown was shot back in january of 2011. bell u bellusa's partner shot brown. the investigation into that shooting was not handled properly according to bellusa. police protocol is to question officers separately but instead school officials tried to pressure bellusa into matching his story of what happened that night with to bhatt's story. the lawsuit points to a second round of shots fired at brown by bhatt that bellusa felt were not necessary. bellusa says he didn't fire his own gun because the first round of shots incapacitated the suspect and that he no longer felt brown was a threat. >> do you consider yourself a whistle-blower? >> yes, i do. >> and how have you been repaid

"today in the bay's" christie smith live in santa rosa right now with details. christie? >> reporter: good morning to you, terry. very quick thinking and a cell phone made all of the difference here and may have saved a life. a woman who was kidnapped was able to text her friend, let her know she had been taken, put in a car and which direction she thought she was going. that friend then called san rafael police and was able to give them details of the kidnapping realtime as it was happening. san rafael police relayed that information to deputies in sonoma county and in the end the suspected kidnapper was shot. the first distress call came in around 10:45 last night. a description of the car was broadcast to all deputies on patrol and the deputy then spotted the car, tried to stop the driver, who then took off. that started off a pursuit.

deputies pulled out spike strips twice to try to stop the guy. he got around them. he lost control and crashed into an embankment. deputies were able to rescue the woman inside. she wasn't hurt in all this. in trying to arrest the suspected kidnapper, there was a struggle. a deputy shot him. he was killed. the d.a.'s office is investigating along with santa rosa police and what's also amazing in this is between that first call that came in to san rafael police and when the woman was rescued, all this happened within about 45 minutes. reporting live in sonoma county, christie smith, "today in the bay." >> happening now, firefighters in southern california say they are gaining a little bit of ground on a ferocious fire burning into riverside county about 60 miles east of l.a. crews say calm winds are helping them to keep the fire from spreading to nearby homes. this morning voluntary evacuations are in place for two residential streets in the area. the fire has charred more than

72 degrees in santa cruz. beautiful conditions for today. you'll be at about 75 at 4:00 p.m. inland. bayside, 72 degrees and 70 degrees at the coast throughout this afternoon beautiful conditions continue. highs today at the coast are going to be in the 70s. wide spread 70s and here it is. here we go. monday into tuesday, clouds increase. 50s wednesday and thursday. overall a whole other weather pattern when we meet back here next week. let's check the drive. >> all weather icons for the seven-day forecast. over here we're showing traffic. slowing a bit. look at the top of your screen here as 101 comes off 680 and then heads over toward allen rock. there's the slowdown. we also see the silhouette of the freeways and low clouds in the distance. maps are important because over here we were just looking down this way. the background we had clear skies. over here and north of that shot we do have low clouds drifting through and at times very thick fog. i heard from a friend that drove highway 87 into downtown very dense fog coming through that area for guadalupe.

there's the build. orange blending in with orange on maps which means tougher visibility and low clouds throughout the south bay. 85 watch that coming up through cupertino. 280 and 101 socked in up the peninsula. 101 circling this around university and palo alto. tough but i'll show you what we can from our camera mounted atop the rooftop from ikea. you can barely make out the roadway. right there i was tracking a disabled vehicle. that was there right between the university off-ramp and the freeway. i was going to tell you that's why you should slow down tougher to see things but it cleared. it is tougher but you see light volume of traffic there as well. across the san mateo bridge, one of the bridges with fog advisory. this changed the shot. there is the fog. headlights off the eastbound side. as sun comes up, tougher to see just for a short period until that fog will burn off. we'll give you a look at the maps again so you can have something to look at. the sensors slowing south 880 through hayward. a crash now over on the

memorial that has roughly doubli doubled in size since police officers were shot on tuesday. they are in memory of sergeant butch baker and elizabeth butler. they were trying to question goulet about a sexual assault when he burst through a door with two guns and opened fire on baker and butler shooting and killing them. the officers never had a chance to defend themselves. investigators say goulet returned to the scene and got into a gun battle with a team of six officers who then shot and killed jeremy goulet. the memorial services for will be held at the kaiser permanente arena in santa cruz on thursday, march 7th at 11:00 a.m. san jose police officers after two days are going back on patrol this morning. for the last two days officers with chp and with the sheriff's department have been filling in for them. we're live in santa cruz, i'm

dense fog throughout many portions of san rafael. earlier crash for highway 37. back to you. one final check of the day's top stories. deputies in sonoma county are investigating a deadly officer-involved shooting that started with a kidnapping almost 30 miles away. the victim was able to text a friend her location and a vehicle description that touched off a chase between sheriff's deputies and the suspect. the car crashed, the victim escaped and then the suspect was shot dead. later this morning, ncaa will release findings from an investigation into the st. mary's basketball program. authorities looking into whether the program violated policy for recruiting players from australia. california based spacex is preparing to launch its third supply capsule to the iss. right now a live look at that rocket set to launch at 7:00 a.m. with more than 1 ton of supplies and experiments onboard. that live shot from cape canaveral, florida. >> they have sunny skies.
